I read this in his column in the paper under 2019 predictions. Not sure if this was online. Could be some form of Franchise model as in the Super 14? but just my humble hunch!

Owen Slot in the Times-1st Jan, his prediction 'Premiership Clubs to announce an end to promotion and relegation(yes this was my 2018 prediction,but it is definitely coming) What does he know more than the rest of us?

Well normally a lot, it’s his job.

But are you sure that’s the date of the piece - as below it doesn’t appear under his page on times digital and no results on google.

He did say it was coming in as part of an article we discussed a few weeks ago.

He was definitive that the clubs were pushing.

Absolutely sure Blucherquin. I do not normally buy the Times but did on New Years day as the Telegraph had sold out. Perhaps the Times has a back copy service you could use?

All applications welcome perhaps? 13 + 1 maybe? Ealing, quite possibly? Pirates with their new stadium? Even Leeds, established ground, although their rugby is in free fall. An overseas side?

But real risk of too many end of season dead rubbers as unlikely that many seasons could be like this one, when anyone can make top 6. Could be hugely to the detriment of the Prem and rugby quality. Dawson though argues that it would be good for young English players, as they'd get more of a chance, and consequently in longer term the international side.

The rest of the Championship wouldn't care less as it would be a better competition without the club with the parachute payment.

If the Prem were expanded to 14 teams, we'd have to re-negotiate/restructure all the European competitions again. The Prem teams would want the same number of qualifiers as the Pro 14 get, as would the French. You'd have 21 teams from each domestic competition, so the only easy way to run with that would be to increase the number up to 24, and have 6 pools instead of 5.
That leaves 18 teams to run the Challenge cup places, so you'd still need to have the Russian/Romanian/Georgian qualifiers to increase that up to 20 to have enough teams for that level. All this would have to be haggled out with the Pro 14 no doubt wanting to get their SA teams involved too. It was all very messy last time it was shook up, and I can't imagine it would be any less so in any future negotiations.

All true FF but maybe the bottom two clubs don't get into Europe? Good incentive not to finish down there.

I can't see the Prem teams agreeing to that if it doesn't apply to the other leagues for qualification too. The Pro14 could argue that they'll continue to leave out the SA teams from European qualification, but I doubt that the Top14 teams will agree to leaving out two of their teams too. At the moment they have 6 teams go into the Champions cup automatically (as well as the Challenge Cup winner if they're not already qualified), same as us, with the rest all going into the Challenge Cup draw. Can you imagine the fuss clubs would kick up if two of our top flight teams (in Domestic terms) get no European competition when teams like Zebre do?

Yup, but the Prem would have to go to 13 minimum and Europe can't be a reason, on its own, for the top English division not to be reorganised.

Thats a good point about the rest of the Championship not worrying about the team helped by the parachute payment. What did L. Welsh do with theirs I wonder?

I think you have to contribute for a number of years to get the parachute payment. Think people who come up and go straight down get nothing.

He doesn't "know" anything - it is his "prediction"...

Except he had an exclusive story this autumn saying the teams were pushing hard to it to come in as soon as possible.

The league then did its usual denial, but didn’t mention that it never would. It was all tied in to his story which broke the new CVC deal.
