I doubt that there is any prospect of a fine. Choosing not to play our 3rd choice fly half for a cup game and instead allowing him to play for another team seems fair enough.
That won't matter to the PRL. They made the RFU pay handsomely for the release of England players outside the WR defined International windows, so expect that any release for other Unions would need to be similarly recompensed. If the union isn't going to pay for the release, then the PRL will make the club releasing the player pay instead.

South African players are not being released by Premiership clubs for example.

The RFU pay PRL for release of England players outside the International Window, even if they are returned to their clubs as MB & NE have been. That was part of the "club vs country" barney a few years back. This is to allow EJ (or whoever succeeds him) to hold extra training camps outside International release windows, etc.
for players of any other Union (Wales, SA, Sco, etc), if they are playing in the Gallagher Premiership, they can only be released to play during the sanctioned WR International Release windows. As such, that is why the SA players you would expect to play this w/e aren't playing, as they haven't been released.
I'm not sure what exactly the situation is regarding Lang, but if he plays in the Scotland side outside the International window, the PRL can fine us (Quins) for releasing him. They did that to Saints a few years back when North played for Wales outside the Window.
Lang hasn't made the matchday squad for the game against Wales this Saturday .
That may get us out of the fine, as he won't be playing.
