The Telegraph article is behind their paywall

Extra police have been drafted in to patrol the Army vs Navy match on Saturday after the Rugby Football Union renewed warnings to drunken fans who marred last year’s event by vomiting and urinating in the streets outside Twickenham.

Organisers had already moved kick-off times to an earlier 2pm slot and scrapped some of the morning fixtures after residents complained that out-of-control spectators were trespassing into private gardens and intimidating locals.

In a joint letter to military commanders, veterans groups and regimental associations across the country, Lieutenant General Nick Pope, deputy chief of the general staff, and Vice Admiral Tony Radakin, the Second Sea Lord, warned last year that behaviour at the game is “significantly out of kilter with civilian behaviour at all the other matches that take place at Twickenham”.

The final, which has only been put on hold twice - during the First and Second World War - is a key date in the sporting calendar for many serving and retired personnel and their families, as well as members of the general public.

More than 80,000 fans attended the final last year, to see the Army beat the Navy 22-14 in a match marked by the sending-off of a member from the Navy squad for head-butting.

The RFU said: “Following incidents of anti-social behaviour by a small proportion of attendees at the 2018 Army-Navy match, the RFU worked with the match committee and police on a new approach for the 2019 fixture. We will all be working really hard to ensure that there is a more positive experience for local residents and to help reduce the impact of this fixture on the local community.”

Organisers recognised last year that the increasingly popularity of the fixture has come with "a rise in incidents both inside and outside of the stadium that fall below the standards of conduct and behaviour expected".

"The match committee has worked closely with the RFU, Metropolitan Police and the local community to agree a strategy for the future," the statement said. "This includes the introduction of measures to reduce the impact on the local community. This will be achieved by no longer playing the morning fixtures at Kneller Hall, bringing the Army v Navy fixture forward to 2pm and then playing the UK Armed Forces Under-23 v Oxbridge Under-23 fixture on completion of the senior fixture."
