And/Or, how about giving a newly promoted newbie a 3 year guarantee of survival to allow for investment?

Stop trying to control things with financial constraints. Let market forces do their work over time.
I initially liked the idea of a 3-year guarantee for the promoted team but on reflection I’m not sure it’d make much difference.
If the promoted team is one of the 13 (as is usual), they usually survive in the Prem anyway. If not, the 11th placed team just bounces straight back up instead.
If we’re being completely off the wall, it would almost make more sense to also make it a condition of the parachute payment that the relegated team has to stay down for 3 seasons. That would allow a different team to come up.
However, there is no way any of the 13 will agree to that.
