The latest detail I can find is 2018 which says the RL Salary Cap is £2.1m...

I think is is quite easy.
There is a lower salary cap and the teams can only pay what they can afford as they have to submit their budgets.
The overheads are cheaper as the grounds are in cheaper areas of the country/countries.
They get TV money from Sky.

Devil's own job trying to establish what RL players earn but it appears to average about £65k pa with top players on anything up to £400k...

Wigan's wage bill is around £3m with the salary cap at £2.1m...?

There are exemptions within the RL salary cap similar to ours. There's a cap exemption for players lured from "the Dark Side, Vichy-loving, Rah-Rah, Kick'clap" (pick your favourite derogatory term for Union)

Some are in cheaper areas of the country. Others are the same ground.

Can’t see that Northampton or Leicester is much more expensive for land than the m62 corridor.
