Therein lies the rub.
In the past fuding was so poor national league clubs were losing money on a cup run.
However, there was at least some funding for travel in the league.
Now that has been cut back to almost nothing.
So few national league treasurers would look kindly on beingasked to give up league fixtures to make room for a cup - with the risk of going out in your first game, away a long way from home.

Would Harlequins and every other Premiership side give up £250k of funding to put into the cup.

I'd also say that the gulf between levels was a lot less as little as 20 years ago. Players had only just turned professional, so levels of fitness, skills, etc weren't orders of magnitude greater for the top clubs as they were for clubs one or two levels below them. Now, could you *seriously* think that any club apart from a couple of championship teams could offer any sort of resistance to even struggling Premiership teams like we were last season? Much as I love to see Quins running in tries, posting cricket scores on lower level teams doesn't really appeal to me.

I think that a full strength Ealing team would probably beat one of last year's average Anglo Welsh teams.  Saints was the exception as they fielded a fairly strong team.
The difficulty would come with dual-registered players.  If Richmond were to play Quins, then who would Luc Jones play for?  I think that Richmond without Luc Jones would lose whereas Richmond with Luc Jones as playmaker would be a different story.
