Anyone heard anything about Quins player being suspended due to steroid use?

Ryan Watkins of Maesteg Harlequins was banned for 4 years in 2015 for steroid use, and returns to play on 11 September 2019.

Could your source be referring to this?

He did, went on to play for L Irishh for a bit then left to try his hand at MMA, Harry Allen. Columbian Marching powder, not steroids

Jonathan Spelman was also caught and banned. His mother, Caroline Spelman, was Environment Secretary at the time.
