Just seen this:

Now, I like the idea of the Ref being able to decide that there's enough suspicion of a concussion to send the player off the field. But surely if he passes an HIA it should be reversed, rather than it being a mandatory 10 days rest even if he clears protocols. It means the Ref may be less likely to use the option, as teams/DoRs/owners will be even more vocal in criticism of refs afterwards. As for the 12 subs bit, I can see it being used & abused & getting even more complicated. Remember the 20min farce of the Wales v France game a couple of years ago? I can see that happening a lot more these new regulations.Feels like it's edging towards the ideas of "interchanges" from RL a bit too much for my liking...

Blue card rule seems silly to me. They have independent doctors, and the ref is not going to be medically quialified, at least not in most cases.

Not sure how I feel about the interchanges really. Might stop abuse of the current rules but then likely to lead to more players who can't last 80 or even 60 but can do 50 over two 25 min stints and so can smash people, go off for a rest and then come back and smash someone else who's played 65 mins already. I think they'd have been better off just closing the loopholes which allowed the previous abuse

Seems all a bit daft really.
Need to reduce subs to medical reasons only IMHO. It would cut out the current trend of monsters all over the pitch.

Both look ripe for abuse.  The blue card seems unfair - just allows coaches and doctors to abrogate their responsibilities to the players and increasingly push them onto the ref.

The subs rule will not help the fitness of the players as you can see eg props playing now in 30 min bursts.
