Interesting point of view from Alex Shaw who has interviewed Gussie:

I got the sense they (Quins) were recruiting on a budget given the pay rises they had to give to current players. Goneva helps make up for Earle injury. I don’t they’re planning to build around some of the signings...they are bridges to help transition to next gen of player.

Mentioned this a while ago, in the main the players we've bought in are cheaper options to the players we've let go. Personally I don't think it bodes well for the club
