His hand's may have been tied by the salary cap not increasing, in that he's needed to lose players and bring in cheaper options but not necessarily better players, so the back ups used when there are  injuries aren't as strong next season.

Hard to agree with much of that. Significant upgrades for me in Landajo, Botta and Campagnaro. Evans a younger, livelier option than Wallace. Lawday potentially stronger all round than Luamanu. Baldwin may even become our starting hooker and is a big improvement on Ward. Maybe not the star names we have been linked with, but some shrewd and sensible squad recruitment so far. Still hoping for a couple of top tier reinforcements, but I'm happy with the squad he looks to be building and definitely see it as a step forward from those who are departing.
