Technically, he can change it at any time - but after 8 September anyone who leaves is out permanently.

Yes, injury dispensations are allowed. The point is that once they're removed from the squad and replaced with an injury dispensation, that new player becomes a permanent change to the squad. So in the case of a short term injury to a player, the coach has 2 options:

1. Keep the injured player in the squad, allowing you to select him when he recovers but stretching your resources one man thinner in the mean time.
2. Replace him with a fit player from outside your squad, meaning the end of that injured player's WC - no return when he regains fitness.

Exactly. The classic example was Richard Hill in 2003.

Injured in the opening match with a niggling hamstring that always seemed on the verge of clearing up but didn't, Woodward had to choose between replacing him permanently or hoping he would recover in time to play a part.

Woodward held onto him. He got fit in time for, IIRC, the semifinal against France. And the rest is history.

(As an aside, I still wonder how things would have turned out had Hill not had his knee injuries and been available to England in 2007)
