I stand by my use of affect in that the term, while generally used as a verb can be used in the phrase "have an affect" to denote having a negative impact upon something. Effect can also be used, but is a more neutral term, where it can denote either positive or negative impacts.

Affect as a verb indicates impact - "I was affected by a bad cold" - but affect is only correctly used as a noun as a technical psychology term meaning expression of emotion - "the subject displayed heightened affect while watching the disturbing video". The OED doesn't even list it as a noun:

It does get widely used as a noun in general conversation, but invariably incorrectly.
